MONTPELIER — Tropical Storm Irene has been a defining moment in Vermont history, House Speaker Shap Smith told his Democratic colleagues Saturday during their annual caucus to plan for the upcoming legislative session.

 “It has reminded us that government does serve a purpose,” Smith of Morristown said. “In an era when much of the conversation is about what is wrong with government, we have seen what is right. It has restored confidence.”
